White House to Congress: Funds allocated for Ukraine to run out this month

Shalanda Young, Director of the US Office of Management and Budget, wrote to the leaders of the Republican and Democratic parties: "Without congressional action, by the end of the year we will run out of resources to procure more weapons and equipment for Ukraine and to provide equipment from US military stocks." She stressed that Congress's failure to approve new support would "kneecap Ukraine on the battlefield" and "increase the likelihood of Russian military victories".


Last night, Russian troops attacked Ukraine with 23 Shahed-136/131 strike UAVs and an X-59 missile

Air defenses downed 18 drones and a missile. Air defense units were deployed in the Kirovohrad, Khmelnytskyi, Lviv, and Ivano-Frankivsk regions. There were no casualties or significant damage. In the Ivano-Frankivsk region, drones attempted to hit critical infrastructure facilities.


Human Rights Ombudsman appeals to Red Cross, UN over killing of Ukrainian POWs by Russian

A video was posted on social media on December 2 showing two Russian soldiers shooting two Ukrainian servicemen who were holding their hands behind their heads, surrendering. Later, the Strategic Communications Department of the Armed Forces of Ukraine confirmed that the Russians had shot two Ukrainian prisoners of war. The commissioner said he does not expect "any breakthrough results" from the Red Cross and the UN. At the same time, Ukraine should continue to appeal to these organizations, as it is the Red Cross that has a unique mandate to record violations of the rights of prisoners of war, he said.


Zelenskyy says Ukraine received new air defense systems, missiles

“The implementation of important defense agreements with our partners continues. We received both scarce missiles for existing air defense systems and new, modern anti-aircraft systems. Thank you to our friends,” Zelenskyy said. Zelenskyy further added that Ukraine’s efforts to increase domestic military production has given results, expressing that they are now producing six Bohdana self-propelled howitzers per month for the first time.


Bulgarian President vetoes bill to supply armored personnel carriers to Ukraine

Bulgarian President Rumen Radev has vetoed a bill passed by parliament to supply armored personnel carriers to Ukraine. The deal was returned for a new discussion in parliament. In his reasons for the veto, the president noted that parliamentarians "are not sufficiently familiar with the specific parameters of the donation, which makes it impossible to objectively assess the need for the equipment provided". On 22 November, the National Assembly of Bulgaria ratified an intergovernmental agreement between Sofia and Kyiv that provides for the supply of 100 decommissioned  armored personnel carriers of the Ministry of Internal Affairs of Bulgaria to Ukraine.


EU executive rebuffs Orban's claim that Ukraine's path to membership was ‘poorly prepared’

“No, we do not think that it’s unfounded or poorly prepared. I think that Ukraine has done impressive work in speed and in content. And this has been highlighted by the President (Ursula von der Leyen) on numerous occasions. And obviously, now it’ll be for member states to take decisions on the basis of our enlargement package,” Ana Pisonero, a representative of the European Commission, said.
