Ukrainian Foreign Minister visits China, says Russia is not yet ready to negotiate in good faith

Ukraine's top diplomat told China's foreign minister at talks in the southern city of Guangzhou on Wednesday that Kyiv was open to talks with Russia if Moscow was prepared to negotiate in good faith. "Kuleba restated .. that Ukraine is ready to engage the Russian side in the negotiation process at a certain stage, when Russia is ready to negotiate in good faith, but emphasized that no such readiness is currently observed on the Russian side," Foreign Ministry said in a statement.


Deputy head of Russian military unit injured in car blast in Moscow

A senior Russian military officer was reportedly severely injured in a car explosion in Moscow, according to reports from Russian media outlets. The incident took place near Torgashov’s residence. He is reportedly the deputy chief of military unit 33790, which open-source data identifies as the 89th Satellite Communications Center of the Russian Armed Forces.


Russians drop bomb on Kharkiv's city center, casualties reported

The Russian forces dropped a guided aerial bomb on Kharkiv, which resulted in casualties. At 17:50, Oleh Syniehubov, Head of Kharkiv Oblast Military Administration, reported that three civilian men had been injured. 


EU ambassadors approve allocation of €4.2 billion to Ukraine

The European Union ambassadors have approved the allocation of macro-financial aid to Ukraine in the amount of about €4.2 billion under the Ukraine Facility programme. The money will support Ukraine's financial stability and the functioning of its public administration.


Hungary threatens to block EU aid over Ukraine's Russian oil transit ban

Budapest has threatened to block the disbursement of €6.5 billion ($7 billion) to Ukraine from the European Peace Facility if Kyiv does not lift the ban on the transit of Russian oil through Ukrainian territory, Hungarian Foreign Minister Péter Szijjártó said, according to Hungarian TV channel ATV on July 23.
