Russia's first peace offer in 2022 was all but Ukraine's surrender, leaked documents show

Radio Free Europe/Radio Liberty's (RFE/RL) investigation project Sistema reported on November 4 it had obtained the first draft of Moscow's peace offer to Kyiv, issued days after the start of Russia's all-out war against Ukraine. In the initial document, dated March 7, Moscow demanded Ukraine to reduce its army to 50,000 people, five times less than the country had by 2022. Russia planned to ban Ukraine from developing "any other types of weapons as a result of scientific research." According to the draft, Moscow demanded not to produce, acquire or deploy in Ukraine missile weapons "of any type with a range of more than 250 km." Ukraine also reportedly should have recognized the independence of the country's eastern Donetsk and Luhansk oblasts, by then partly occupied by Russia, and rebuild the regions' infrastructure destroyed since following Russia's invasion.


Ukraine is not negotiating with Russia, only separate agreements are possible – Head of President's Office

Head of the Office of the President, Andrii Yermak, stressed that Ukraine is not engaged in any negotiations with Russia. “These so-called ‘Ukraine-Russia’ negotiations, as described, are definitely not true. Here’s what’s actually happening: we’ve held thematic conferences. The first conference was on energy security, held online, with Qatar as a co-organizer. During this conference, we established principles related to this point of the Peace Formula. Many countries participated,” said Yermak.


Zelenskyy: Russia increases Shahed drone deployment tenfold since last autumn

President Volodymyr Zelenskyy reports that Russia has significantly increased its use of Shahed drones, deploying approximately ten times more of these weapons than autumn 2023. In October 2024, Russian forces used 2,023 attack drones of the Shahed type and unidentified drones against civilian and military targets in Ukraine. The Russian forces use dozens of Shahed long-range “kamikaze” drones – usually Iranian-designed Shahed 131 or 136 – every night, often also launching several missiles during the attack.


63% of Ukrainians ready to endure the war as long as necessary, survey shows

According to the poll, positions on the matter have remained mostly stable since the beginning of the full-scale invasion in 2022. However, there was a slight drop in those willing to endure the war for as long as needed–from 73% in December 2023 and February 2024 to 63% in October.


Zelenskyy announces increase in artillery supplies from international partners

Ukrainian President Volodymyr Zelenskyy has announced an increase in supplies from international partners in accordance with support packages, particularly regarding artillery. Zelenskyy said this following a meeting with military leadership.
