Ukrainian parliament approves appointment of eight ministers

Ukraine's parliament, the Verkhovna Rada, approved the appointment of eight more ministers amid a major government reshuffle on September 5. The new personnel changes follow the resignation of Foreign Minister Dmytro Kuleba and the appointment of his successor, Kuleba's deputy Andrii Sybiha. Deputy Prime Minister for European and Euro-Atlantic Integration Olha Stefanishyna will move into the justice portfolio and also take charge of European integration.


Death toll from Russia's September 3 strike on Poltava rises to 55

The death toll from Russia's strike against the Ukrainian city of Poltava has risen to 55, the State Emergency Service reported. Another 328 people are currently listed as wounded, while several more may still be under the rubble. Russia launched two ballistic missiles against the city on September 3, hitting the Military Institute of Communications and a neighboring medical facility. The educational institution building was partially destroyed.


Russians redeployed 60,000 troops to Kursk Oblast

President Volodymyr Zelenskyy has stated that Russia has redeployed 60,000 troops to Kursk Oblast from the war zone in Ukraine due to the success of Ukraine's Kursk operation. Zelenskyy stressed that after some Russian forces were withdrawn from the occupied parts of Zaporizhzhia and Kherson oblasts of Ukraine.


Zelenskyy to present “Victory Plan” to Biden, Harris, and Trump

The Ukrainian President explained that the plan would be implemented both during the war and partially after its conclusion. He emphasized the need to have both presidential candidates consider the plan, given that a new US president will take office after November elections. Zelenskyy revealed that the presentation of the “Victory Plan” to Biden, Harris, and Trump would occur this month.


Romanian president signs decree on donating Patriot to Ukraine

Romanian President Klaus Iohannis on September 5 signed a decree regarding the transfer of a Patriot air defense system to Ukraine, giving final approval to the donation. The highly advanced Patriot systems have played a crucial role in protecting the Ukrainian sky. They are capable of downing even the most advanced ballistic missiles, such as Kinzhals.


Kirby says US upholds ATACMS missile restrictions for Ukraine

At a press briefing on 4 September 2024, White House National Security Communications Advisor John Kirby reiterated the United States’ policy restricting Ukraine’s use of US-supplied ATACMS missiles for deep strikes inside Russia. He condemned recent Russian attacks on Ukrainian cities, but claims 90% of Russian aircraft used for strikes are beyond ATACMS range.
